Permit Requirements

ADU (Accessory Dwelling Unit) permit in Tampa, FL

Yes — you need a permit for adu (accessory dwelling unit) work in Tampa.

You need permits to build an accessory dwelling unit. An ADU is a new dwelling — a garage apartment, casita, or similar — so it is the construction of a building or structure that Sec. 5-101.2 and Sec. 5-105.1 bring squarely under the building code, and nothing in the Sec. 5-105.2 exempt list covers a habitable unit. Expect building, electrical, plumbing, and mechanical permits together. On the zoning side, an accessory dwelling is a regulated use: Sec. 27-212.4 sets where it is allowed by district, and Sec. 27-244 (Tampa Heights Overlay) requires one on-site parking space per unit for larger ADUs. So the answer is yes on both the building-permit and the zoning-approval track.

How to pull the permit

  1. Put together a site plan showing where the work goes, with dimensions.
  2. Apply through the Tampa building department.
  3. Pay the permit fee when the permit is issued. Work done before that isn't covered.
  4. Book each inspection listed on the permit as the job reaches that stage.

Either of you can pull it. When a contractor does the work, it is normally their job.

If you skip it

If you start the work before the permit is issued, the building official can charge you an extra fee on top of the normal permit fee (Sec. 5-109.4). If you then take an unreasonable amount of time to apply, that fee doubles. Paying it does not stop the city from prosecuting you for working without a permit.
