You need a building permit to build or replace a deck, attached or freestanding. Tampa's own exempt list in Sec. 5-105.2 spells out eighteen kinds of Building work that skip a permit — sheds up to 120 square feet, fences up to 7 feet, at-grade sidewalks and driveways, painting and finish work, playground swings, small window awnings, small roofing and siding jobs — and a deck is not among them.
