It depends — some swimming pool work in Memphis needs a permit, some doesn't.
The only pool that needs no permit is a prefabricated one less than 24 inches deep. Any in-ground pool, and any above-ground pool 24 inches deep or more, needs a permit. The wiring and plumbing that serve the pool are separate work and are not exempt. Memphis Chapter 9-92 sets health rules for public pools at hotels, clubs and apartments, so it does not cover a pool in your own back yard.
