You need a building permit to build an attached or detached garage. Sec. 10-1 puts the construction, alteration, and enlargement of every building or structure and its appurtenances under the code, and a garage is new Building work. Miami's own list of work that skips a permit (Sec. 10-5 and Sec. 10-11) covers, on the Building side, only wallpaper and interior finish work, painting, floor finishes, cabinets and countertops, shade-cloth nursery structures, playground swings accessory to a home, small movable indoor fixtures under 5 ft 9 in, and ordinary minor repairs. A garage is on none of those, so it is permitted work. The only garage-specific sections in the city code are unrelated: garage sales (Sec. 62-625) and municipal parking garages (Sec. 35-192).

How to pull the permit
- Put together a site plan showing where the work goes, with dimensions.
- Apply through the Miami building department.
- Pay the permit fee when the permit is issued. Work done before that isn't covered.
- Book each inspection listed on the permit as the job reaches that stage.
Either of you can pull it. When a contractor does the work, it is normally their job.
